In a recent game, I had time left on the clock but the game resulted in a draw. How is this possible?

That's because the other player had not enought material to deliver checkmate at that time. Thus, the best posible outcome for him was a draw, and that was what he got.

He did have enough time to mate.

He ran out of time. That would have counted as a win for you IF you had enough material to deliver checkmate. Since you had not enough material but the winning side ran out of time, you got awarded with a half point instead of a full point.
