Does USCF publish player games?

I just got my pairings for a tournament tomorrow, and found my opponent's USCF account. Is it possible to access some of his past games so I can prepare? I can see his statistics from his last event but not the game...

Scroll down on that page, batch download the PGNs, batch unzip them with e.g. 7zip, merge the PGNs by executing "for %%f IN (*.pgn) DO type %%f>>joined.pgn" in a console, import the joined.pgn into Scid and then into a Scid database, filter by opponents name.

The only complex thing is getting the PGNs (and cleaning up the pgn). I meanwhile do this using a python script.
But you can also tell me the opponent's name, I can check in my database and upload his games into a study here.

From what I'm aware, it's up to the tournament director or local magazine (at lot of state federations will send out monthly magazines) to publish games people have played. Not all get published, and not sure if they're always available.
