Yes @JmEricsson but lichess's flag doesn't only cover cheaters, "This player violated the ToS" covers other things. I know the guy used to be a serious spammer, and also multi accounted.
Trust me when I say that this account violated the lichess TOS applies only to cheaters. Spammers get chatbanned, sandbagger/ boosters get marked as artificially reducing/increasing rating, and multi accounting people’s accs get closed.

They just don't seem to believe that it is possible to win against a cheater.

I've won against a cheater in the past and got to keep my points. I'm confused by your situation as well. When a cheat is detected during a game the game is aborted, which was not the case here... it just looks like a normal rated game with a normal termination. So I'm confused.
