I don't know about balancing system.

If you check the last tournament lichess.org/tournament/lGyNRRcW , you see that, for example, Fumitoks (3rd) played 3 times with TheOneTrapMan (4th) in the end - probably in the end they were always close, so the system paired them when possible (this possibility is an advantage of arenas over the Swiss system).

And in general, in the arena, how many games you play with one opponent depends on the duration of the tournament and the number of participants. The lower the number of participants and the longer the duration, the more likely you are to play some opponents more than 1/2/3/... times.
Yes, I was mistaken. In that tournament they had 2 blacks in a row with the same opponent, so it is not considered. I did see a reference to not playing the same opponent twice in a row, so it's possible that was incorporated.

Yes, the same color with the same opponent can be 2 times in a row, but on the third game the color will change, I don't remember it was otherwise. And two (or more) games with the same opponent in a row I only remember when there were only 2 players in the arena :)

I qualified in one open arena, can I play in both invitational arenas or not
I was furious at my last opponent halting me beyond the end of the tournament when the game was started with 6:30 left (could not have happened if +0), but somehow against my own expectation, I still qualified

still I believe that 3+2 is too wonky as an arena format and maybe for the future consider doing it with swiss consistently

I know there's the wait and frustration about someone holding off all other players, but at least holding off or stalling won't influence any standings in swiss

Congratulations.

Personally, on the contrary, I'm in favor of incremental time control for such events. Otherwise, there are plenty of flaggers here who love to flag you in a lost position, which has nothing in common with _chess_ and the quality of the game (and I condemn flagging). The 3+2 control allows us to at least somehow increase the correlation between the result and the quality of the played games.

Also, time control without increment further encourages the use of berserk, which only exacerbates the problem I mentioned earlier.

What about the problem of last games, I would add an option to arenas, so that in the final standings the results of all last games (pairs) of a tournament can be registered. I.e. tournament time is time, during which pairs can be created, after that pairs can't be created, but the result of each last pairs game should be taken into account in final standings. (Everyone probably won a lot of last games that didn't count in the final standings.)
